A History of Infrastructure and Economic Development
The founder and principal of Shadow Oaks Properties, Joe Snyder, has more than 30 years of experience in Real Estate Development. Joe foresaw the expansion in suburban sprawl and the increasing need for shopping centers, warehouses and distribution centers to meet the needs of a growing population in the Central Pennsylvania area. He knew that a growing community would need high-quality, environmentally safe infrastructure including highway improvements, storm water management, and sewer and water treatment systems. Joe created the 1989 Company to build the Silver Spring township sewer treatment plant along with miles of sewer and waterlines which continue to be the foundation for the modern sewer system today. Shadow Oaks Properties has developed over 1.3 million square feet of industrial warehouse space, over 750,000 square feet in commercial retail stores and shopping centers, and over 600 acres in residential single family home developments. These projects have created hundreds of jobs for the Central PA region while providing convenient access to shopping, restaurants, and entertainment. Note that there are multiple entities created by Joe which have been used for his development projects, including Shadow Oaks Associates LP, 1989 Construction Company, Route 114 Associates, Woods Drive Associates, Route 81 Turnpike Associates, and The Peninsula. |

Meet Our Team
Joseph Snyder - PrincipalJoseph Snyder has owned and managed Shadow Oaks for over 30 years. His ability to visualize land improvement and community development has led to the creation of large industrial parks, single family home developments, and credit-grade shopping centers. He has worked with partners, tenants, and buyers including Ahold USA, Walmart, McDonald's, Hershey Foods, Giant Foods, Verizon, Schneider International, Wiremold and many others.
Joe holds a Masters Degree in Urban and Regional Planning from the University of Pittsburgh and a BA in Public Policy from Pennsylvania State University. Joe is a member of the International Council of Shopping Centers, Harrisburg Area Chamber of Commerce, and the Penn State President's Club. |
Ilsa Doremus - PrincipalIlsa directs the strategic development for Shadow Oaks Properties. She has helped oversee some of the company's largest deals over the years and has worked across all aspects of the business.
Prior to her role as Principal with Shadow Oaks, Ilsa worked as a management consultant for Deloitte Consulting focusing on strategic development for Government agencies across the country. She holds an MBA from the Johns Hopkins University Carey Business School and received her Bachelor's degree from the Pennsylvania State University Schreyer Honors College with a degree in International Political Economy. |

LocationPennsylvania is a transit hub at the heart of the east coast, with the highest number of operating railroads in the country. The State Capitol Harrisburg marks the intersection of the major trucking highways 81, 78, 76, and 83. Access to NYC, D.C., Philadelphia, Pittsburgh, and Baltimore within 3 hours means that PA residents can reach 40% of the countries population within a day's drive.

GrowthCumberland County and Silver Spring township are the first and second fastest growing localities in the state, respectively. The 1 mile radius around most of our current and past projects has seen a 10% population growth rate since 2010, and the affluent residents boast an average household income exceeding $110,000. With a low cost of living, 121 state parks, and endless entertainment, a high growth rate is expected to continue.

Business ClimateAs the second most diverse economy in the country, PA is home to many global company headquarters making it the 19th largest economy in the world. There are 21 Fortune 500 companies in PA, with major players such as The Hershey Company, Ahold, Giant Foods, and Rite Aid headquartered in central PA. Many companies look here for warehouse development along the major transit hub I-81, which sees over 75,000 vehicles/day in this area.
